Pennsylvania Sports Betting Handle Up, But Revenue Down

January brought mixed results for our best sports betting sites in the Keystone State.
The sports betting industry in Pennsylvania recorded a total wagering handle of $873.1 million in January, a 1.75% increase from the same month a year earlier, when the handle amounted to $858.1 million.
Despite the higher betting activity, taxable revenue generated from Pennsylvania sports betting declined. It fell by 26.35% year-over-year to $51.5 million from $69.9 million in January 2024.
Among Pennsylvania casino operators, Valley Forge Casino Resort was the leader, with a handle of $342.3 million and revenue of $28.8 million. However, that was a decline of 27.23% compared to January 2024.
Next was Hollywood Casino at the Meadows, which had a handle of $221 million and revenue of $15 million. That represented a 21.28% year-over-year decline.
Other notable performances included Hollywood Casino Morgantown, which generated $3.4 million in revenue, down 3.7%, and Rivers Casino Pittsburgh, which dipped 5% to $1.7 million year-over-year. Parx Casino was among the steepest drops, with revenue down 35.5% to $1.1 million.
Conversely, some operators recorded revenue gains last month. Wind Creek Bethlehem grew 19.5% to $114,426 while Live! Casino Pittsburgh was up 147.54% to $97,993.
In addition, the majority of the sports betting revenue came from Pennsylvania sports betting apps. Statewide online sports wagering revenue was $49.2 million, and retail sportsbooks contributed $2.3 million. Valley Forge Casino Resort was the top performer, generating $28.7 million from online activities, while Hollywood Casino at the Meadows followed with $14.9 million in online wagering.
Despite the downturn in revenue, the increase in handle points to residents utilizing Pennsylvania sportsbook promos.
Fantasy sports remain strong
Despite the downturn in sports betting revenue, Pennsylvania's fantasy sports industry grew 8.9%, and overall revenue in January 2025 amounted to $2.6 million, up from $2.4 million the previous year. The market leader was DraftKings, which had a revenue of $1.47 million and grew by 6.4%.
Underdog Sports, Inc. experienced the most growth of 26.24%, and revenue climbed to $645,069.
On the other hand, Yahoo Fantasy Sports and Fantasy Sports Games LLC fell by 15.3% and 10.7%, respectively. Although individual operators had mixed luck, the overall market expansion indicated continued consumer appetite for fantasy sports betting.
BetMGM Fined by Pennsylvania Gaming Control Board
Regarding the decrease in sportsbook revenue, online sportsbook operator BetMGM is at the forefront of an unlucky month after being handed a fine by the Pennsylvania Gaming Control Board at the beginning of February.
BetMGM was fined $260,605 for 152 violations based on the Pennsylvania Interactive Self-Exclusion List, which requires gaming operators to enforce reasonable measures to prevent seld-excluded people from interacting with their platform.
